One thing you can do is call some of your utility companies, (for instance, your phone company) and ask them if your rates can be lowered.  Many of them have actually changed their rates, and unless you call them and ask, you will continue to pay your regular rate.  

 I didn't know utility companies can do this!  Why isn't that regulated, I wonder?  I'm not sure I'd have the nerve to ask if my rates can be lowered :-)  but it sounds like a good tip if it works!

To tell you the truth, I don’t even know that too.  I think that it is worth to try though.
